After decades of unrest, the Empire achieved what many believed impossible: victory against the Aldmeri Dominion. Through sacrifice, determination, and the strength of united peoples, the Thalmor threat was broken and driven from Imperial lands. Yet the victory was not won by the Empire alone.

When the Second Great War reached Skyrim's borders, every Hold answered the call, including Hammerfell. Old enemies stood shoulder to shoulder. Stormcloak veterans marched beside Imperial Legionnaires. Jarls who once plotted against one another sent troops under a single banner. The people of Skyrim discovered that while they could disagree on politics, they remained united in their identity as Nords and sons and daughters of the province.

Following the war, the Jarls of Skyrim convened at High Hrothgar to forge a lasting peace.
The Treaty of the Nine Holds was drafted. The Jarl of Windhelm said, “By the Nine, For the Nine.”
